That depends on what definition you're using for "theory", of course...
The popular definition for the word "theory" is that it is a defective fact, an unsubstantiated idea, mere wishful thinking - best illustrated by the common saying, "That's only a theory." In other words, it is a wild-assed guess.
The scientific definition is that a "theory" is a grand explanation for many facts which have been shown to be repeatably true. It weaves together many smaller well-established explanations into a greater explanation. For all intents and purposes, it is indeed a fact of the broadest kind possible.
As I said in my blog earlier this week, more and more there is a self-serving tendency nowadays to imagine that all facts are created equal, all ideas are created equal, and all theories are created equal. In other words, my wild-assed guess based on pure wishful thinking and/or religious fanaticism is equal to your scientific theory which is based on hundreds of thousands of hours of work by trained researchers and observers working for many years. Following this same line of thinking, it is perfectly reasonable to manufacture observations AKA lies to support your ideas, which after all are valid by definition. If they weren't valid, you wouldn't have thought them. This is, of course, a clear example of extra-stupid perception.
